【17】Water resource management in China

From the principles of economics, water belongs to public goods, which shall be incorporated in the construction and management of government resources. Water environment protection and construction directly reflect and consider the degree of the government's management ability and strength. 

The important feature of water pollution prevention and control work in China is responsibility system in a place, and which also may be worth pondering and changing. For the pursuit of GDP and worship has become China's local governments the inertia of thinking, and the choice in pragmatism and ecologism between two very different views of development, as "economist" the government will, of course, choose the former without hesitation. Reason is very simple, which not only need to pay the cost of pollution control, also pay for the transfer of pollution control and economic benefits. As a result, those small chemical industries which should be completely shut down, paper making, small leather companies back from the dead. Using industrial enterprises along the river as the tools to lift GDP has become the consistent thought and action of local government。
